For a hydro generator to be efficient, the end state of the water must have little energy, either potential (elevation) or kinetic (speed). It is clear that the water coming 'out of' the turbine still has a HUGE amount of kinetic energy. Clearly this setup is only harvesting a small fraction of what is available.

I have a water wheel on my land under a waterfall. Its a 32 foot diameter wheel, only turns at about 6rpm but it provides enough energy for my entire off grid cabin. When the batteries are charged a little switch kicks the belt over to clutch and the wheel just spins freely, when power gets to 25% it engages. Belt connections make sure if anyrhing breakes or goes too fast that the sacrifical piece us just a belt that can be fixed or have a replacement thrown on of which i have 6.

The way its running shows that there is almost no resistance meaning that the alternator is too small. There should be a balance between the resistance and waters ability to turn the wheel to get most out of it, try multiple alternators...

32 watts is nothing with that pressure better use a pelton turbine with 1.5 kw 1400 rpm generator

id suggest checking the alignment, the barrings, and the housing maybe upgraded with heavier grade matterials (basic idea is get the wiggle out of the system), and use a "U" shape as the target for the water to cling against as it passes by, just add a catch shield to change the splash/spray that comes off of it at the end, looks awesome 🎉✌
