The whole point of Monaka is so that goku and vegeta know there is someone stronger in the universe. If they realize there the strongest person besides Beerus there would be no point for them to train. This gives them something to chase after and gives them a reason to get stronger

I really don't think he's strong, but he's important to Beerus in some way. Maybe his purpose is to mock/embarrass Champa in some way because Beerus knows that Goku and Vegeta could handle Universe 6 by themselves.

A really good theory I heard was that the real Monaka declined Beerus' offer to fight in the tourney and since Beerus can't do much to make him fight, a very weak replacement was found from the same race.
