I bought a few if these and they are gorgeous and a great price for quite bit of product.

I saw somewhere that the reason why they call these "gel to powder" is because during the production process they are a gel texture and then set to a powder as they are poured into the pans. I don't think they meant that they are gel in terms of the application but more in terms of how they look as they are being made. It is still misleading though but still gorgeous shadows. The reason why these are called GEL is because they have a gel (to) powder formula. That is, they were made out of a gel which became a powder into the pan. That's how Milani says.
