Why is this even a question? The dragon literally spits a sheep out of its mouth before it roars at her. And in the books, the Cannibal is described as having black scales similar to Balerion the Black Dread, but very striking and unique green eyes. AND it is antagonistic towards all other dragons.

Those are burnt bones of sheeps. Vale is famous for sheeps. So it is confirmed that Sheepstealer is there in this series and will show up. Seems like rhaena claims sheepstealer instead of nettles.
