I loved Esmeraude and Kaolonite as a kid! Maybe it's the one-sided love stories they had 🥲 Eudial is a super likeable villain too in my opinion. Too bad she didn't make it in your list.

Nephrite was my first and ultimate favorite villain. Rubious and Wise man were cool looking.

Going only by the anime, my favorite villain is Sailor Galaxia. I actually really liked her story in the anime better, as a sailor who consumed Chaos in her body to protect the universe which allowed for the Silver Millennium, a time of peace until Chaos started controlling Galaxia. I also liked Death Phantom, Queen Beryl and Fiore from the movie. Also Mistress 9, considering her fight against Hotaru for her body and especially Sailor Saturn. I would give an honorable mention to Princess Kaguya, despite the actual villain kinda sucked and was more of Queen Elsa tbh. My favorite minions would be Nephrite, the Spectre Sisters (specifically Catsie and Birdie) Eudial, the Amazoness Quartet (the idea of them being Reini’s future sailors just feels super weird) and honorable mentions to Sailor Aluminum Siren (despite she’s incredibly dumb) and Sailor Lead Crow. Worst villain imo was Master Pharaoh 90 as he didn’t really appear.

- Eudial (She found out the owners of the talisman)
- Mistress 9 (She tricked Sailor Moon into giving up the holy grail)
- DD Girls (They killed Sailor Scouts)
