As far as I am concerned these words are just that...words.
My GP surgery is a law unto its self, NHS England did not want to know data requests ignored, requests to talk about the issue ignored (none medical).
My surgery the staff count no matter if you have video footage proving your innocence and showing staff abusing a patient. Instead of talking they call the police on me, accuse me of being violent with no proof as I was not violent.
The NHS constitution like so many rules, regs and laws are just words...depending on your social status that is.

Why keep turning up and changing a dressing when it is clearly being caused by an infection? Treat the cause not the symptom.
