The proto-Indo-Europeans are an imaginary people with an imaginary language.
If that's not the case, please provide a list of 300-400 common verb roots attested in Celtic, Germanic, Iranic, Baltic and Slavic common to Iranic and Sanskritic along with their date and text of attestation.

Unfortunately, none of the sort exists. The number of texts in Sanskrit go upto 1 Crore+. Nothing from Celtic or Germanic even comes close to that.

Besides that, the cultural and social outlook of Sanskritic and European cultures have no commonality.
