It is actually a new gamemode teaser. TDM is coming next act as well as kingdom credits. The maps shown have been heavily modified for use in TDM only, the regular maps will remain in map cycle. The portal and the maps can be found in the teaser trailer released by Riot a few days ago. Hope this clears up any confusion people have!

It seems to me like a new agent, from the image shown i believe it must be similar to kayo as the new abilities seem to include some sort of hacking abilities, perhaps disabling bind portal tps for example

I think that they're gonna be able to.steal abilities after getting a kill. Similar to Reyna's orbs but instead of healing or dismissing you can use one of their abilities.

For example: hacking Cypher's camera, Raze's boom bot, etc..

It's Maxbot. You can find screens in the team Deathmatch spawns that has his symbol, the red X, and we know he was malfunctioning by the end of his cinematic because he had a BSOD just before Cypher died. In the spawns, he expresses his regret and anger that he could have been one of them. Also, the RVNG program he was launching? It was literally his ReVeNGe plan.

I think that's a new game mode teaser but if it was an agent I think it would have the ability to teleport like creating a portal like in the bind map where his teammates can enter too
