I always thought he had a hole drilled into the back of the pick with the hair tie running through it. That way, it's attached to the tie, which is attached to his hand, so he'll never drop his pick while playing.

As a player who has done this due to Jim I have to say it has its benefits! Its a good way to tighten up my picking a bit and get up to speed when I first practice, sometimes I do it sometimes I don't kinda like Jim I had long hair recently and now its short again... All I can say is odd!
