If oxygen can be ignited, why are we using fossil fuels? What would be the exhaust of an engine that uses high concentration oxygen as a fuel?

Is it really that hard to allocate SOME money from our military spending to divert to infrastructure? I've always wanted better public transportation as the benefits are imminent, but the fact that the government does nothing about how the country could literally go black is mindboggling to me. How are we a country of the world's largest economy and a GDP per capita of $60, 000 when the most basic infrastructure can't even be repaired?
