I'd rather boot the rig in Safe mode, do the uninstalling process, shut down my PC and then swap out the GPU. That's the way I'd always go (to boot in Safe mode from regular mode, hold shift while restarting and choose advanced settings, the rest should go easy).

1st run DDU, then shutdown pc via DDU (uninstall and shutdown (literally says its for installing new GPU )), then install new GPU, then install new driver

I would highly recommend using the old gpu with DDU.

So go into safe mode, boot the software up and click the remove and shut down. After that unplug the old gpu and install your new one with drivers (in normal windows, not safe).

Fire got one step. When booting up from restart GO INTO SAFE MODE ~ NO NETWORK otherwise windows will detect the new card and install your new driver straight away and this can cause issues.

also good to periodically do even when upgrading drivers normally. a long-running windows install can get a bit... possessed, as it were

Removing driver bloat is actually a decent way to speed things up a bit.
