Summary:

After bringing to the country the weapons bought with the money obtained on the treasures of the boyar Stroe Grădișteanu, the action from the film Mysteries of Bucharest moves to the city of Bucharest. The film begins with the bringing of weapons to the city by Mărgelatu (Florin Piersic) and his men. The weapons were to be hidden at the Boari Mill, but Rabbit Lip (Szabolcs Cseh) informs Mărgelatu that the millers were Agia's (Police) men. In the fight that takes place, Mărgelatu is wounded, but manages to escape with the carts in which the the weapons were, while Rabbit Lip is caught. Accused of treason, Rabbit Lip is about to be killed by the community of the poor (of which he was a part), but is mysteriously saved by the witch "Strigoaia" (The hobgoblin).

In Bucharest around the Revolution of 1848, the "Brotherhood" (which included, among others, C.A. Rosetti, Cezar Bolliac, Ion Heliade-Rădulescu and Alexandru G. Golescu - Arăpilă) intends to convince the ruler Gheorghe Bibescu (1842 - 1848) (played by Ion Besoiu) to approve a series of reforms to improve the material situation of the population. At the same time, a group of boyars led by the boyar Costache Șuțu (Teofil Vâlcu) and his stepson, Aristide (Ovidiu Iuliu Moldovan) - who comes from the Mavrogheni family - are trying to use the actions of the "Brotherhood" to get their hands on the leadership of Wallachia.

While the two camps are making plans, the city is ruled from the shadows by the witch "Strigoaia" (The hobgoblin), the Leader of the poor community (which includes thieves and beggars). She collects protection fees from merchants, plots murder and blackmail, and bribes Agia's (Police) people. The community plans to kill Mărgelatu, but he finds out about the plan from Mârtac (Ion Dichiseanu) and escapes with his life.

The group of the boyar Șuțu is planning an attack on the ruler Gheorghe Bibescu, and for this purpose he asks the communities of the poor to provide them with a man, the chosen one being Rabbit Lip. Following the information provided by the Italian Vincenzo Gonfalone (David Ohanesian), Agatha's husband, Mărgelatu finds out about the attack, communicates it to the "Brotherhood" and then manages to get rid of him. He thus saves the life of Rabbit Lip. Relying on the support of Elisafta (Enikõ Szilágyi), the sister-in-law of Lieutenant Deivos, who was courted by Mărgelatu, the latter is caught by the community of the poor and locked in a cellar.

The large donations demanded from the merchants cause a spontaneous revolt in the city, and several people of the "Brotherhood", but also beggars, are arrested by Agia (Police). The Ruler orders the arrest of the witch "Strigoaia" (The hobgoblin). She runs away and frees Mărgelatu. The witch gathered members of the poor community in front of the prison gates, demanding the release of those arrested. They are joined by Mărgelatu who demands the release of the arrested members of the "Brotherhood". There are fights, but Agia (Police) intervenes with the cannons and suppresses the uprising. In an act of bravery, Rabbit Lip is killed. Mărgelatu and witch "Strigoaia", along with other revolutionaries, are arrested. In the end, "Strigoaia" takes off her mask and turns out to be Agatha Slătineanu (Marga Barbu). She tells Margelatu that Rabbit Lip (real name Benedetto) is her and Gonfalone's son.
