New Haverbrook - SimCity BuildIt Speedbuild (Smart City)

SimCity BuildIt recently launched themed "speedbuilds" where you need to build a new city from scratch within a limited time.
The Backstory
New Haverbrook was constructed 7 miles downriver, mainly to start with a blank slate after decades of financial crisis following the monorail scam of North Haverbrook in the early 1990s.
Land may have been cheap here, but the town council made sure that all the new buildings were medium to high density, in order to quickly amass a fair amount of residents.
The biggest change with the former urban core is that the town council searched long and hard to incorporate the best college they could.
Hoping to peak interest, they listed the annual rent for the fairly large plot of land reserved for the college at an extremely humble 1 Simdollar.
Raft and Bromwell were to two highest profile colleges to show interest, but the decision fell on the more technology-driven Brockway, which also brought the town a college swimming and football team.
In the end this would prove to be a good decision, as Brockway College provided the town with highly modernized power, water and sewage treatment facilities. The water in New Haverbrook is so clean, the city will open its brand new Town College for Marine Studies on September 1st!
