Limited license makes sense for nurses and health care providers especially in rural areas where there are few or no doctors to be found. In foreign countries doctors, nurses etc have to take fresh exams, so what is the problem ?

I don't see anything wrong in the bill in fact in most cases nurses and attenders with years of practice know much more than doctors with years of education and second these doctors will be responsible for thousands of lives in the future so clearing an exit exam shouldn't be a challenge
