In case you don't know there was other instances of Gaster appearing and being deleted after, like in some halloween sprite thing, on a box art and also (even if it was fanmade Toby said it was canon) a fan collection of cards where he was replaced by Gerson.

I don't think it's Gaster, when you compare with the intro text of Ch 1, it doesn't match. For example, they do both repeat things, but the newsletter inverts things ("wash your face and put on your coat, or put on your face and wash your coat") whereas Gaster tends to repeat stuff for emphasis ("very, very interesting"). I don't remember who but someone made a more detailed video about this.

I don’t think it is. Aside from very basic similarities, the speech patterns and general language the letter uses doesn’t seem like the way Gaster usually talks.
