I bought some "Tesla" cells on eBay about 3 years ago. They looked like your unwrapped cells, except they're shinier -- new looking, not salvaged. They had the same triangular positive terminal, and they had the "III" mark. I use them in flashlights.

You need to test internal resistance with a dedicated IR meter. The ones built into the chargers are wildly off.

They not Tesla cells as I dealt with a few real Tesla cells, they are unwrapped plus have a QR code on them.

Maybe the cells that are wrapped are from the outside of the battery pack the ones that are not wrapped would be from the inside of the battery pack after the pack was assembled the only reason they would wrap the outer cells is because they are on the outside of the pack and exposed to an extent. Just an idea the cells towards the center of the pack assembly would not need to be wrapped because they're surrounded by other cells but the ones on the outside of the battery pack they would want rap because they are visible or exposed to the outer edge of the cell pack. Just a possibility??

So many misrepresented cells out on the market, new and used. IR is a deal breaker.
Batteries are the foundation of a system, maybe if they were $1.50-1.75 a cell.

Do you know what the amp discharge rating is for Tesla 18650 cells? DeWalt uses 20 amp rated discharge cells for their 20v MAX tools. I imagine a motor to run a car needs a lot of amps and the higher the amp discharge rate the lower the capacity. So to get higher capacity they probably just use a lot of parallel connections.
