The answer is pyrolysis, reconverting plastic back into clean diesel in a closed and controled factory. Countries around the world do this but not as much as they should because of the cost of sorting the garbage. In poorer countries they could afford to pay people to sort out the plastic and in other countries promote separation of plastics that are not pet, but can be transformed through pyrolysis. Google it, you will see that it isn't that expensive to do and every village could do it. It would also give farmers and the people of the village a source of clean diesel for cooking of running machinery.

Developed countries produce more wastes of these kinds and pack them and ship to developing poor countries
