If i empower a person of rice producer thailand to represent ASEAN to talk to india, that person is regional and not hungry for rice and can negotiate with the empowerment of promised-numbers (example, 100t per month for indonesia, 20t per month for singapore, 10t a month for vietnam, ...). No empower = politician
