I know this is an unpopular opinion because there aren't many fans around today, but I think the Everly Brothers should be number one, or at least in the top five.
Those two were the kings when it came to harmonies in rock and roll, and many of these groups wouldn't be on the list if it wasn't for them.

Layne Staley and Jerry Cantrell had harmonies that were hauntingly beautiful. My favorite vocal duo.

The Everly Brothers recorded without all the add-ons done in a studio. They sounded like one voice. They are #1 in my opinion.

The Bee Gees are obviously missing from this list! Have you ever heard Barry, Robin, and Maurice sing around one microphone? Live? with no overdubbing? Amazing!

Good vibrations is one of the most clever songs ever written . The orchestral/vocal arrangements and use of unusual instruments make it one of the greatest songs of all time.

Seven Bridges Road - Eagles. Not sure how you could take another Eagles song. Literally the entire song is one long beautiful harmony.

You really should have put The Beatles higher and added The Bee Gees! Their vocals were so distinct and absolutely fantastic
