A problem with any Supervisor/Watcher is, because of time-travel, they could be from Anywhen as well as anywhere; nothing says Tallinn *must* be from the era of Earth's 20-ish century (ie Wesley collecting Kore then popping over to Prodigy)

First Contact before First Contact should the title Sean, And like Mr Spock was back in time few time .Like on Earth as well, case in point "Star Trek 4 The Voyage Home " .And couple classic Star Trek TOS episodes .
