Have you tested U602, the meter drive amp and related circuit? The signal into U602? R629 adjustment? Is the rear panel DC output correct or does it rise in value like the meter is doing? My thought was to start at the meter and work backwards to see where the offset voltage is occurring that makes the meter rise partial scale all the time.

Ytr CuriousMarc has a recent video on rebuilding a HP chopper block = HP 410C Vacuum Tube Voltmeter Restoration. His board has a couple of resistors and a cap, IIRC. Yours looks weak? Not much glow? HTH.

Noticed Q604 and Q605 are different from what I'm fixing right now. The transistors on the video are for A6 version 66508. Scott's A6 version is 66504 and Q604 should be HP part number 1854-0003 & Q605 should be 1850-0062 (2N404A equivalent).
