Educate me on this, but isn’t there a non disturbance clause that protects tenants from being evacuated despite of property owner default?

I don’t know too much about the topic but what if the house is beyond repair ? Because basically you’re buying this house blindly right ? Not inspection or anything, so in your opinion it’s worth the risk ?
