Unpacking the Ruto-Raila deal

The Memorandum of Understanding between President William Ruto’s UDA party and ODM leader Raila Odinga’s ODM party could pave the way for the return of the prime minister’s position. At the heart of the deal is the full implementation of the National Dialogue (NADCO) report, which proposes the creation of the powerful office.
As Emmanuel Too reports, the 10-point agreement is set to shake up the cabinet, with more Odinga allies expected to join the executive ranks, while several principal secretaries face the axe to make room for ODM loyalists.
