In school, I heard a legend about Micheal Madhusudan Dutta, the poet who wrote "MeghNad Badh Kabyo". The teacher asked him (in bengali) to translate the sentence to english which meant 'The Sun sets in the West'. He replied, "The autocrat monarch of the day perambulates to the western horizon."

Agree... Shashi's vocabulary is amazing....but it's also important that the meaning of whatever one says is understood otherwise they would be wasted....I bet 80% of listeners will not get it...

I think Mr tharoor is inspired by Aurelius and English language of late 16th to 20th century vocab.This increases the weight of his speech.
Generally can be aquired by lot of book reading from the authors of early English poets and biblical English.
