"On Tuesday, CSIS director David Vigneault told the committee his agency’s report on the Chong affair was sent directly to Blair’s office, apparently contradicting Blair’s claim that CSIS never brought it to his attention. Johnston, in his report, offered the excuse that Blair didn’t see damning reports written for him specifically because he and his chief of staff “do not have access to the Top Secret Network email on which it was sent.”

On Tuesday, Morrison suggested that this business about a “top secret network email” is a fiction. “One thing in the report I would take issue with is the notion of a top-secret system that a minister may or may not have had access to, ” Morrison said, in response to what was clearly intended as a softball question gently lobbed by Trudeau’s parliamentary secretary, Greg Fergus. “Since I joined the Canadian government about ten years ago, all the intel I’ve ever seen has come in hard copy.”

Bill Blair should have made it his business to know these things not blame other for his failures. I believe he did know though and chose not to act.
