Mark Robinson didn't vote on state's Helene emergency declaration, records show

North Carolina Lt. Gov. Mark Robinson, who has called on Gov. Roy Cooper to deploy more resources to help people in western North Carolina, was the only Council of State member to not vote on Cooper's request to declare a state of emergency, records show.

This is not good reporting. The story is the Lt Governors non vote AND how/if this delayed scaling of response by our governor. Instead you sandwich this between mentioning Robinson’s “fighting” for more resources? Its like the classic government playbook on how to look like a savior…break something that wasn’t broken then appear to fix what YOU actually broke. I’m perplexed at this reporting.

According the the NC Constitution, the lieutenant governor cannot vote in the NC Senate, except to break a tie, in which there wasn't one when Lt. Gov Robinson was absent. The declaration passed anyway. WRAL is getting this wrong. He can only vote to break a tie, not every time there there's a bill in the NC Senate like the other state senators!
