The Constitution created the 3 branches of government:
The Legislative Branch to make the laws. Congress is made up of two houses, the Senate and the House of Representatives.
The Executive Branch to enforce the laws.
The Judicial Branch to interpret the laws.

The executive chamber is in the whiite house. The legislative branch has a chamber for the house and another for the senate. The courtroom in the supreme court building is yet another chamber in the judicial branch. The justices aren't elected. She was talking about election strategy for the three chambers in the two branches that are voted into office.
