It's funny when you think about the fact that the Emperor's ultimate plan was to just create a big city in the webway and push everyone into it. I'm not even convinced that would've destroyed chaos, let alone perfected humanity.

The thing is that the Emperor regularly took criticism and suggestions for how to run his empire from not just super-humans but regular humans as well. He was fully aware of the flaws in his Crusade but he was in a hurry.
