There’s a great line in the novel The Gallifrey Chronicles that says that the Doctor somehow split is timeline and that 3 separate 9th Doctors all existed at the same time.

My own personal head canon is that the Scream of the Shalka Doctor is a younger version of the War Doctor.
There's been at least 3 different actors who's played the 1st Doctor on screen, so I can't see why you can't have more than one person playing the War Doctor. Apart from the Comic Relief specials I don't know much about the other Doctors, but maybe you could think of them being all the same (in 800 years* he's bound to had more than one look and changed it up a bit from time to time)
As for the Comic Relief specials, I only think of them as Canon when I'm watching them and like the silence, immediately forgotten as soon as you have averted your eyes.

* assuming you go by the theory that he started counting his age from zero again at the start of his time as the War Doctor

The character which Stephen Fry played in Death Comes to Time is Minister of Chance, successor of the Doctor but not the same person. Back in early 2000's there was an idea of Minister of Chance series to be spirit successor of Dcotor Who series, as a matter of fact that the Doctor died in Death Comes to Time and the Minister took over his unfinished crusade to help others in universe. However, such series was never made except one video in 2014 and some audio dramas.

There’s some factual errors here:

- Phillip Segal didn’t “pen” the TV Movie. He was the executive producer. It was written by Matthew Jacobs.
- It’s not established in the new series’s first season that the 8th Doctor regenerated due to the Time War. That’s what everyone *assumed*, but there’s zero evidence for it on screen.
- Soul in the EDAs wasn’t an alternate 9th Doctor at all, he was an alternate 1st Doctor/origin story to explain how the Doctor could still exist in a universe where Gallifrey and the Time Lords never had. Not a fan of that particular plot line but there we are.

Doctor Simeon being an alternate universe Ninth Doctor crossing over to cause chaos in this time stream is a fascinating theory that I enjoy, mostly because it explains why the Great Intelligence in The Snowmen bore zero resemblance to the foe The Doctor had previously faced.

And if we thus reason that since the technical Ninth Doctor was The War Doctor, then Doctor Simeon is an alternate universe WAR DOCTOR.

A dark malevolent Doctor in the midst of the Time War, without the morality and heart of Hurt's Doctor to convince The Moment of anything.

Perhaps then, in that moment of failure and madness, a Doctor at his darkest on the last day of the Time War, he fled to another universe and took on the moniker of an ancient foe.

4:32 with the first series with Ncunti, we now know that it’s likely the Shaka Doctor is cannon… or at least the actor playing that Doctor, is a incarnation of the Doctor.

If Jodie’s 13th Doctor ends her run by sacrificing herself by jumping into a dimensional rift, then she could emerge out the other side and regenerate - into a child, with no memory of who she is. The child would find herself at the base of a building above which is the dimensional rift, or The Boundary. Then Tecteun would come along, adopt the child, and...we know the rest.
So, the true secret of the Doctor and The Timeless Child is that their whole life is a time-loop.
Hence all the Doctor’s past incarcerations can be said to also be the Doctors future incarnations; and vice versa.

I think that the Doctor never said anything because either they forgot about these events or because they assumed that people look like people. It’s been established that Time Lords’ appearance is sometimes based on other people (12th Doctor for example). Also, I think it’s quite funny how Mark Gatis played both alternate versions of the Doctor and the Master

My current headcannon is that Hartnell is the First Doctor. In the future, the Doctor realizes the "regeneration recharge" Gallifrey gave him accidentally gave him unlimited regenerations. Sometime in his future, the Doctor goes back in time to be the Timeless Child and create the Time Lords.

Regarding Briggs' Doctor, -it is very relevant to point out that the events of Party Animals don't occur and can't occur during the period when Shayde is pretending to be him (no companion named Ria for instance). Meaning that he could still be a future incarnation and Shayde merely based their disguise on that future incarnation to make the deception all the more convincing.

I think the fact that this murky topic just so happens to line up with the time war when every moment of reality was burning makes pretty good sense why a straight forward timeline is hard to prove together
