That Japanese Venasaur set its actually a legit product. Its a battle deck and that's the reason why it doesnt come with booster packs. That deck is set so u could play the actual trading card game with thr include playmat

Obviously I’m not there to get a good feel of the card but those Japanese ones might have been real. They actually looked very good at least and battle deck boxes aren’t supposed to come with packs, they just come with sealed plastic bags of cards like you got so it’s a possibility those were actually real.
