Starraptor learning close combat actually makes sense as hawks fight using their talons to strike and grapple with each other. Hawks also dive bomb some prey, smacking into them at hundreds of miles of hour knocking prey unconcious or outright killing them.

Aerial Ace is only flying-type because of a pun. In Japanese, the name is based on a sword technique known for swiftness and accuracy. What is the name, you ask?

“Swallow Return”

Because the name has a bird in it, it was made a flying-type move. But, because it doesn’t have anything to do with flying, they allowed a lot of other pokemon to learn it.

When pokémon was translated to English, they called it “Aerial Ace” because they didn’t expect foreigners to understand what it actually was referencing.

There’s more than one way to beat up someone in close quarters combat. Staraptor is perfectly capable of learning such a move

Close combat on staraptor makes sense in a way. If you look at real-life birds that procreate, they'll plum-it to ground in the process.

Maybe Gastly simply headbutts with cold air gas, and Zubats Ears simulate Eyes just like when Arbok uses Glare with his fake eyes in his Chest, Rhyhorn may not be affected by water because the water is not doing being shot with strenght at him
