The Atlantic Alliance (i.e. US + NATO) is in terminal decline. As a result, the Eurasian Powers (Russia + China at the moment, India in the near future) will assert themselves more and more on the international scene. In order to do that, from their viewpoint; they need to "tie up loose ends". This involves cracking down on the Muslims in the domestic sphere.

These are ultimately wartime measures. The Eurasians (i.e. Russia + China) already have sufficient C4ISR capability in their regional theatres to conventionally defeat Atlanticist incursions (big and small). This emboldens them to now begin the crackdowns (extrajudicial killings, lynchings, etc) of their Muslim populations. This was planned out long ago.

A World War with Nuclear Weaponry in a Eurasia vs Atlanticist scenario would (as per the scholarly consensus) cumulatively yield around 800 million to 2 billion casualties; which on a percentage basis would be in the 10-25% range of world population (now at 8 billion); higher than the death toll of the Mongol Conquests (i.e. 10% of 400 million; a la 40 million over some 50+ years) but lower than the Bronze Age Collapse (estimated in the 50-67% range of all people living across 5 civilizations).

So these nations (China in particular) views this as a Dangerous Moment, but also a Golden Opportunity to "remake the world". This is why they are so thorough and unapologetic when cracking down on the Uyghurs and the Muslims in general. If "history is written by the victor", and "man is the measure of all things", this form of genocide (from their view) is justifiable.

As a purely practical matter therefore; born out of Geopolitical Necessity, in Tandem with this march towards War involving the Eurasians against the Atlanticists; a Muslim super-polity (call it the "Caliphate" or what have you) is needed more than ever. Given the coming Global Carnage and genocides, this desire will only grow amongst the hearts and minds of the Ummah.
