From the online Cambridge Dictionary, <syllable> is transcribed as
/ˈsɪ.l.ə.bl̩/. The Longman Pronunciation Dictionary has
/'sɪl.əb.l̩/. The online Merriam Webster Dictionary has \ˈsi-lə-bəl\.
We can translate all into the International Phonetic Alphabet, getting
a) [ˈsɪ-lə-bəl]
b) [ˈsɪl-ə-bəl]
c) [ˈsɪl-əb-əl]
Conclusion: the concept of syllable depends on the dictionary used.
a) is the literal transcription. b) and c) are non-literal.
