I hope the YouTube compression is nice to this video!
I extracted the video from the US PS2 Disc. It was a 640x448 mpeg2 file at 29.97 fps but it had many duplicate frames. After converting the whole video to still images and deleting the duplicate frames i was left with around 2500 images which would equal a video at around 18 fps which seems fairly normal for this type of animation.
Next i upscaled all 2500 images with waifu2x-caffe to 3x the resolution with very heavy noise reduction to get rid of the compression artifacts.
After this was done i converted the images back to video, cropped the black bars on the top and the bottom, sharpened it a bit, adjusted brightness and contrast a small amount and converted it to 60 fps.
It's not perfekt because many fine details in smaller areas of the image got lost but it's the best i could do so i hope you like it.

Although it is essentially a remake of the original PlayStation version of Wild Arms, Alter Code F brings enhanced gameplay, improved graphics, and an expanded storyline to the PS2. Players take command of three unlikely companions in a surreal and desolate world called Filgaia. The young orphan Rudy has a unique ability to physically bond with "ARMs," or "Ancient Relic Machines," which seem to have been left behind by a forgotten civilization. The runaway princess Cecelia can command forces of magic, and the swordsman Jack is adept at a number of trades. These three "Dream Chasers" seek their fortunes in the unforgiving countryside, and might just end up saving the whole world along the way. The role-playing adventure includes overworld exploration and intense dungeon-crawling. Wild ARMs: Alter Code F is compatible with the PlayStation 2 HDD, so veteran PS2 gamers with older model consoles and the hard drive accessory can load the large, two-DVD game program to disk in order to decrease load times.
