How can I have my third party look for contract opportunities under my entity?

I have come to a brick wall, when trying to assign my role to access controlled documents. It keeps telling me I have a role which I do as Administrator but I cannot get access to the documents. Also I see the notification but it just says "pending." It has been two days now.
