NASA building twelve expendable rockets was far less expensive than creating one reusable one. From 1961 thru 1972 we didn't have the technology to do what SpaceX finally achieved in 2015.

Where did you get the up to "12 reuse" number there are multiple boosters in the 20s

you didn't answer the question of why NASA didn't go the reusable route

a reusable rocket system as we know is complex, both technically and logistically, one can say peak rocket engineering and thus required rapid development for testing.
Long development cycle which would take a long time and money, but that's how engineering works,
while the congress who controls the budget, doesn't quite understand that, they are not engineers,
1 or 2 landing failures means total failure to them and most likely cancel the project.

NASA only make rocket system that congress can't kill, they have to launch once and it must result in success. as of now NASA only has created and built 3 rockets (saturn V, Space shuttle, SLS).

while SpaceX is a private company, they don't have any constraint on their leg only "some" FAA regulatory, their CEOs are engineers, they fully understand what rapid development life cycle is so they can test around things, and they also have many of the best minds in the industry, and big goals.

there were many crazy ideas back in the cold war and post cold war era for NASA but they were all canceled due to budget slashing, imagine NASA had the same budget as the military, we could have had a moon colony by now.
