Параллельно электролиту нужен балластный резистор ну и чтоб было указанное напряжение, нужен стабилитнон на 24v. Иначе от величины тока нагрузки будет изменяться выходное напряжение

Needs a 24volt zener diode across the output to regulate it to 24volts. It's also highly dangerous as there is no isolation between the 220V input and the lower voltage side of the circuit. One giant fail!
