How to use PHP development server to Install WordPress

How do you quickly install WordPress and test that it is working with just the php development server. Just using PHP without installing a web server like Nginx or Apache.

You can do this without installing anything except MySQL.

I am a Linux System Administrator, that also does Web Development on the macOS.
