It had 13 right from the start. Those extra three were already flipped so that when she counts she will stop at 10 when she see those 3 flipped cards she stops.

watch his hand how it carefully hid the 4 diamonds card behind his left palm at last portion while he tells audience to count the 13 cards. after the count of 13 he placed the 4 diamond card on the pile of 13 cards. If they recounted the cards with the additional 4 diamond cards on table its 14 all in all. Watch his left hand with pile of cards he switched the cards position for him to clip the card behind his palm away from camera.
