This is not true. Gravitational force is a product of REST mass, not relativistic mass. Rotating mass to high velocities does not increase rest mass, hence no gravitational increase from it.

I think that today we can hardly predict what technologies will be created in the distant future, when today we don't even fully understand the workings of the universe, and we may well one day invent artificial gravity that works exactly like in science fiction.
