You are 100% spot on. The Cowboys, however, need their offensive line to step up. They are weak when challenged with stunts and they do not seem to want to block linebackers. This, of course, reflects poor coaching as does giving Cook a shot.

I think people are missing a key point. What does it say about how Cook looks in practice that they haven't played him yet? If he was looking great, they would have put him in there a long time ago. Don't expect Cook to look anything like his old self unless the coaching staff is clueless.
