As a matter of a rule I have never met a store that will let you buy a gift card with your gift card because this creates a chain of fraud that they can be left holding the bag for. But thank you for the advice otherwise

In California and several other states you can buy liquor without membership and without gift card. This is by state law and not because of kindness by Costco. You cannot be and will not be refused.
