Although not guaranteed, at 0 - low percents Shulk in speed mode can use a down tilt to a dash-grab, or just grab forward throw into three options: missed tech, tech chase, and enemy attack/jump.
1. missed tech. if your opponent misses a tech, follow up with a short-hop down-air and ONLY hit the second hit. this will jab lock the opponent. it is very difficult to change monado arts during the end lag and get up from the jab lock, so i recommend a charged forward-smash. if you do hit the first hit of down-air, try to keep your forward momentum so you don't get punished.
2. tech chase: if your opponent techs, you can try to read them and stay on the ground with speed and follow up with a dash attack, or jump and use an aerial move. if they tech on place, a NAir can follow up into other attacks. FAir can probably catch a tech roll backwards (i haven't tested this). if the opponent tech rolls in, you can follow up with an aerial or possible a foxtrot/forward smash.
3. certain opponents with early auto-cancel moves can use an aerial out of the hitstun. if they attack, a FAir is your best bet. this also covers the jump option.
