France🇫🇷 in 2010 flopped because they didn't have Zidane and Henry was old.Interesting fact:In 2010 World Cup qualifications France was facing Ireland🇮🇪.Henry scored a goal while controlling the ball with his hand!Many people saw that but the referee awarded the goal to Henry ruining Ireland's chance to qualify for the World Cup.Karma hit France later as they had their worst World Cup run in history!They even lost to the host South Africa🇿🇦!

In 2022 I‘d put Belgium and Denmark ahead of Germany.
Germany wasn’t performing great in the tournaments before, they weren’t favorites in their group (which were Spain) and in the end they only got knocked out on goal difference.
Belgium on the other hand made it to the quarter finals in the last 4 tournaments before 2022 and fell completely short barely winning vs Canada before getting destroyed by Morocco.
Denmark were in the semis of Euro 2021 and performed good in the nations league so people had them as dark horses for the tournament (some even thinking they could win the group). But they got last

Side Notes:
1.Argentina were classified as one of the favorites for the 2002 tournament, given their best squad and Marcelo Bielsa as a coach.
2.Croatia finishing 3rd with 2 draws and no wins in 2006 tournament. The same script was repeated in the last Euro, being so close to reach the Round of 16 after conceding last minute equalizer against Italy. Even worse, both 2006 World Cup and Euro 2024 were also held in Germany.
3.2010 World Cup saw both finalists from the previous edition got knocked out in group stage.
4.Portugal in 2014 also considered flop, but that's because of Cristiano Ronaldo's injury.
5.Belgium in 2022 should be listed here because of Romelu Lukaku's disasterclass.

Small Updates:
1.Czech Republic in 2006 was also flopped. They were 2nd in FIFA Rankings before the World Cup and had the likes of Pavel Nedved, Milan Baros, Petr Cech, and Tomas Rosicky. However, the disappointing performance in the World Cup (the only time a country played in the World Cup after the Czechoslovakia split) was because of injuries.
2.Denmark in 2022 World Cup was also disappointing. The reason for this was they had a good run in Euro 2020 (held in 2021), where the team went all the way to the semifinal. Not long before the World Cup, Denmark were also good in the Nations League campaign, even beating France twice. They might be considered as one of the dark horses for that World Cup, but in the end, the Danes didn't win a single game and placed last in the group after a shock defeat over Australia.

I’d say the Czech Republic in 2006. Ranked #2 in the FIFA World Rankings and boasting players like Pavel Nedved, Tomas Rosicky, Milan Baros, Marek Jankulovski, and Petr Cech, failed to make it out of the group stage.

Croatia in 2006 was not a flop. The team didn't make to the final round in 2002, 2006, 2014 and wasn't even qualified in 2014. It's just starting 2018 that the results were good.
