For our Thermal Fluids Design course, as the final project our professor gave one group of students his PC specs and tower dimensions and told them to go design him a custom water cooled system since he couldn't find a kit off the shelf that he liked. Sure enough, the students designed a system and came up with the EML for the setup, he was pleased, and several weeks later put his water cooled PC together.
Our professor was certainly past retirement age too which made the whole project just that more interesting.

i don't think that heat capacity of the water is the key aspect here. What matters here is the thermal transmittance of the whole cooling system. That's why sometimes a good air-cooler can outperform sometimes a water-cooler (especially in a airflow-oriented case).

After the unit has been run for a certain amount of time, what do the temperatures rise too? In other words the temperature going into the block out of the block into the radiator out of the radiator at what point do they become equal? Nobody ever mentions anything about equilibrium. They just say that it drops the temperature to a certain temperature and that’s it but they never show the temperature going back up.

I use these in my computer right now, what you explain is perfect! That's why now almost every gaming PC have AIO (water cooling)!

I’ve seen some AIO with the pump in the radiator, supposedly keeps the pump away from the heat source…

Same technique as those giants cooling tower in energy plants, very cool.
But when water gets cooled down how does heat scale from it? I mean in cooking towers you have steam but i having seen those computers acting like that

It's good to use water cooling in high end pc, I am using along with Thermoelectric Peltier
