I am a local truck driver in the Seattle area and I use that overpass quite frequently.
I always make sure to be on the inside Lane because the outside line is very dangerous.
When everyone comes off of I-5 and Crosses that overpass they are doing 60 MPH or more.
The Interurban ramp right there on the other side of the overpass and people will slow down to sometimes 20 mph to negotiate that ramp.
Because it is sharp enough to be a blind corner you have one second maybe 2 seconds to react to someone almost coming to a stop to negotiate that ramp.
So people will change lanes right on the overpass very quickly and quite often without any turn signal or any indication whatsoever.
As of 4:30 p.m. PST last night (March 7th) they still had not cleaned up the majority of the wreckage from this incident on the overpass. All of that wreckage was on the shoulder of the inside Lane that included part of the front end of the vehicle and one of the tires that included the rim.
There are three very dangerous places on Interstate 5 that I, as a professional truck driver, negotiate very carefully every single time I encounter these places.
1. I-5 Northbound approaching the highway 18 ramp.
2. I-5 Northbound approaching the highway 405 ramp.
3. I-5 Northbound approaching the Highway 599 ramp.

It's still unclear what happened on the overpass. I can take a guess... drugs, alcohol, and high speeds.
