He is correct. From 1991 to 1999 Boris Yeltsin was pro-west and pro-capitalism. In rebuilding Russia after the fall of the Soviet Union there was a lot of pro-western sentiment during that decade. This is the environment Putin was elected into, a Russia that had turned toward the west and opened up to democracy and capitalism and he approached NATO and Europe looking to integrate as equals. And he was rebuffed, on both accounts. It was a huge missed opportunity, and the world would be radically different today if he had not been scorned. How exactly? We'll never know.
