Large meteroids hitting the Moon and kicking up a bunch of dust which is then reflecting the light from the Sun could be an explanation for some observed events on the Moon. These impacts can make light that is as bright as a fourth magnitude star and can be seen with the naked eye for up to a whole second! This could explain the "lights" that have been observed on the lunar surface.

At the 10 minute mark the guy being interviewed says that the further investigation of strange lights on the moon by various astonomers from around the world didnt happen! In fact it did happen. It was called Operation Moonblink, it lasted a year and in that year recorded a further 26 or so interesting sightings of lights and clouds on the moon. he also talks of the Aristarchus crater without mentioning the large electric blue object that is in the crater or the anomalous lunar orbiter readings!

The title of the YouTube video is mis-leading. The man being interviewed is named Simon Lewis and he wrote a book about the content covered in this episode titled "The Two-Faced Moon". The actual title of this program is "Alien Bases On The Moon, Filmed". So when the person who uploaded this video typed in the title, they used the name of this episode ("Alien Bases On The Moon, Filmed") and the name of the book being talked about ("The Two-Faced Moon").
