Unfortunately, on the muni level, lawful permanent residents could vote (it was up to the municipality or state, if I am not mistaken. On the federal level, even lawful permanent residents could not vote). I never voted when I was a lawful permanent resident. I always considered it a privilege of citizenship. I didn't think lawful permanent resident voting on the muni level was right, despite my being a legal immigrant then. It was only when I became a citizen that I registered to vote.
