Why is Modi quiet on this issue? He had promised to the IPU a "GKRA that is a comprehensive employment generation and rural development scheme which would provide employment to migrant workers and laborers near their native place
and ensure all-round development of the rural and backward areas." And by the way I personally don't consider opening a potato fritter stall on the roadside as employment.
